The main policy strategy is the PAPERS, a regional plan, containing objectives and actions to implement green and social criteria for public procurement also within the Operational Programme European Regional Development Fund (OP ERDF) 2014-2020.

Koopera Reusing Centre is the first comprehensive state plan in Spain for the collection and reuse of different kinds of goods, from clothes to books and appliances, envisioning zero waste together with social inclusion. Goods get collected, prepared for reuse and sold in the Koopera stores for an accessible price. In the Basque Country, a voice-recognition system has been implemented for the sorting of waste.

This service, delivered through different pathways, helps to meet environmental objectives while improving business productivity, competitiveness and business resilience. Since its launch, over 3,500 businesses were helped, with one-to-one support identifying savings totalling £42million.
